New Release: Multilingual Recordings of TV-ICMPD Webinar "Engaging the Global Ukrainian Community for Ukraine’s Recovery"

The webinar was co-hosted by the University of TV and the International Centre for Migration Policy Development (ICMPD) alongside the Organisation for Co-operation and Security in Europe - Office for Democratic Institutions and Human Rights (OCSE-ODIHR) on 25th November 2025. The webinar presented key findings from the joint report by Professor Maria Koinova from the University of TV and the ICMPD. The report has also been published in English and Ukrainian.
The report outlines a framework for involving the Global Ukrainian Community in Ukraine’s recovery, emphasising democratic participation, protection of human and minority rights, and inclusive policy development. Key insights include:
- Why the Global Ukranian Community (GUC) matters now - Over 6.8M Ukrainians displaced abroad (6.3M in Europe) form a global community exceeding 20M people; mobilising this human capital is essential for recovery amid demographic pressures and ongoing war.
- Shift in diaspora activity since 2022 - After an initial, large-scale humanitarian response (fundraising, medical aid, ambulances), diaspora engagement is increasingly expanding into business, social, and political entrepreneurship to support long‑term recovery.
- Democracy and rights as core pillars - The report emphasises integrating democratic values and procedures into all GUC initiatives—trust‑building, freedom of association and expression, countering disinformation, and protecting diversity and human/minority rights, including gender, disability, and LGBTQ+ rights.
- Institutional participation - The GUC can contribute expertise to central and local governance, including municipal twinning/translocal projects, hometown associations, and support for transparent, participatory decision‑making.
- EU accession support - The diaspora can aid EU accession by offering technical expertise, monitoring of reforms, and direct engagement with EU institutions throughout negotiations.
- Transitional justice & elections - The GUC should be involved in transitional justice design and election‑related processes to reinforce accountability and democratic legitimacy
- Government responses and gaps - Ukraine's Ministry of Social Policy, Family and Unity of Ukraine is working to build Unity Hubs in Europe to better support Ukrainians aborad. However, current policies over-focus on return and reintegration, while underestimating economic and democratic contributions that Ukrainians can render from abroad.
The event also highlights Prof. Koinova's work with partners from earlier workshops and stakeholder trainings conducted between 2023 and 2025.
