Charter on responsible introduction of self-driving released 

  • New industry-led initiative sets out principles for building public trust and delivering the benefits of self-driving vehicles  
  • Views sought on a new six-point charter from PAVE UK and its member organisations 
  • Signatories will commit to embedding the principles into upcoming self-driving vehicle deployments in the UK 

Experts from have unveiled a bold new six鈥憄oint charter designed to enable the responsible introduction of self鈥慸riving vehicles on Britain鈥檚 roads. 

Self-driving technology has the potential to improve road safety, expand access to transport, strengthen transport networks and support economic growth across the UK. As the UK enters a new era of mobility, the UK Government has estimated that it could contribute up to 拢42 billion to the UK economy by 2035. 

The PAVE UK Charter: Responsible Introduction of Self鈥慏riving Vehicles on British Roads, sets out how public trust must be earned through safe operations, transparency, and meaningful engagement with the people and places where self driving vehicles are operated. Signatories will demonstrate a shared commitment to supporting the responsible rollout of vehicles and services across the UK. 

Together, these principles reflect the shared belief that public trust is built through responsible deployment, open engagement and a clear commitment to safety and public benefit. 

Whether developing, deploying or enabling the technology, PAVE UK believe that a commit to work collaboratively to build public trust, support safe deployment and maximise the benefits self-driving technology can deliver is essential. 

The six key principles are: 

  1. Safety: A commitment to supporting improved road safety outcomes 
  1. Public benefit: A commitment to delivering tangible public benefits 
  1. Local partnerships: A commitment to working in partnership with local stakeholders and communities 
  1. Transparency and accountability: A commitment to openness and integrity 
  1. Responsible integration: A commitment to a phased and responsible transition. 
  1. Inclusion and accessibility: A commitment to ensuring the benefits of self-driving technology are accessible to all 

The charter is being published for consultation, with feedback from stakeholders, local authorities, transport operators, community organisations and members of the public helping to inform the final version, which will be published in autumn 2026.

At PAVE UK we are focused on cross-stakeholder collaboration as one key attribute of building public trust.鈥 

Chair of the PAVE UK Governance Board and Public Policy Manager at Wayve, Ashley Feldman said: 鈥淭his charter is an important step in establishing shared principles across industry and demonstrating our collective commitment to safety, transparency and meaningful engagement with the communities we serve. Public trust will be essential to the success of self-driving services, and trust must be earned through responsible deployment.鈥
