Istvсn Pogсny Professor of Law School of Law University of ЬЧаФTV There is general agreement on the poor level of health experienced by the bulk of the Roma in Central and Eastern Europe (CEE) as compared with the non-Roma population. For example, a report issued in 2006 by the European Roma Rights Centre emphasizes the “serious gap in health status between Roma and non-Roma in many European countries” and the fact that “Roma live markedly shorter lives and show higher instances of diseases such as tuberculosis”. This paper will explore some of the root causes of this disparity, focusing on Roma communities in western Romania and Hungary. Should the health care concerns of the Roma of the CEE states be understood primarily in terms of the denial of human rights and equal treatment to Roma by health care systems and professionals in the region? Alternatively, is the worryingly low level of health experienced by many Roma largely a product of economic dislocation, a consequence of worsening poverty and the inability of the Roma to adapt to new economic conditions? Or should we seek an explanation of these health concerns in Roma cultural norms and in gaps in educational provision to Roma communities?
