A research agenda on the use of LCA for the impact assessment of EU policies

Policy development at the EU level is currently supported by the Better Regulation package, whose aim is to provide a structured and transparent approach for the policy and law‑making process. One of the most important components of the Better Regulation is the impact assessment of policy proposals, which should identify and describe the problem to be tackled, establish objectives, formulate policy options and assess the impacts of these options. Several methods can be used to perform such assessment and are included in the “ Better Regulation toolbox, one of these being the Life Cycle Assessment (LCA).
